[DNSSEC-Transparency] DNSSEC Transparency recognition at the IETF Hackathon in Berlin

Hi, A small team of dedicated hackers made good progress on a DNSSEC Transparency implementation during the IETF Hackathon [0] in Berlin this weekend.
